Article V of the U.S. Constitution provides the ways in which the Constitution can be amended. One of those options allows for two-thirds of the State Legislatures to meet and propose amendment. Any proposed amendments would then need to be approved by three-quarters of the States, just as any other amendment. The founding fathers provided this mechanism because they feared that Congress would usurp powers the Constitution never granted them, and that they would never vote to limit their own power. A Convention of States is the only constitutional means remaining to reign in the out of control Federal government and restore power to the People and/or the States. As of 2017-06-22, twelve State legislatures have already agreed to meet for a convention.
