This is the Treasure Loop Trail in the Lost Dutchman State Park in Apache Junction, Arizona, just east of Phoenix. The Superstition Wilderness is a popular hiking destination for winter visitors and locals alike. The German prospector Jacob Waltz, AKA The Dutchman, is said to have stashed a fortune in gold somewhere in these mountains, and treasure hunters continue to search for it to this day.
