As the center of Japanese culture for more than 1‘000 years, Kyoto illustrates the development of Japanese wooden architecture, particularly religious architecture, and the art of Japanese gardens. The site contains 17 Historic locations. Ninna-ji is the head temple of the Omuro school of the Shingon Sect of Buddhism. It was founded 888 by the retired Emperor Uda. In 886, Emperor Kōkō ordered the construction of the Nishiyama Goganji Temple to bless the nation and propagate Buddhist teachings, but he did not live to see its completion.
