Every 10 years a national census is taken in the United States. One of the results is that the apportionment of Congressional seats is changed to reflect shifts in the population. Political parties eye this process as an opportunity to enhance their influence in state and federal elections. An extreme redrawing of congressional districts is called gerrymandering, where voters of one party are crowded into a few oddly shaped districts so that voters of the other party have more districts where they are the majority. Non-partisan redistricting makes the process fair to all voters by balancing the makeup of the redistricting commission between Republicans and Democrats and including independents and members of third parties.
